Cooper’s Ferry Partnership (CFP), in partnership with the City of Camden, is seeking a qualified landscape design/engineering firm to design and engineer the RCA Pier Park in the City of Camden. All work shall be performed in accordance with Federal, State and local laws.
The Request for Proposal (RFP) package will be available for pick-up or via email request to Sarah Bryant at bryant@coopersferry.com at no cost beginning on Thursday, February 9, 2017, 9:00AM – 4:00PM EST. The package may be picked up at 2 Riverside Dr., Suite 501, Camden, New Jersey 08103.
The submittal date for Proposals is Friday, March 3, 2017 at 12:00 PM (noon).
Any inquiries regarding the RFP should be submitted via email to Sarah Bryant at bryant@coopersferry.com.  Email requests should include “RFP – RCA Pier Park Development Project” in the subject line.  All inquiries shall be submitted by Thursday, February 16, 2017 at 4:00 PM.  Any inquiries submitted thereafter will be precluded from consideration.
Please be advised that State Funds through the Green Acres Program are being utilized in this project. Under N.J.A.C.  7:1-5, vendors currently suspended, debarred or disqualified are excluded from participation on this project.




EDA Releases RFQ For Purchase And Development Of Most Valuable Real Estate In North Camden
TRENTON (November 16, 2016) – Boasting views of the Philadelphia skyline and approximately 8.75 acres of prime developable land, the New Jersey Economic Development Authority (EDA) today released a Request for Qualifications (RFQ) seeking eligible respondents for the purchase and development of the former Riverfront Prison site on the Camden Waterfront.  The RFQ, 2016-RED-RFQ-DEV-061, can be found on the EDA’s website at www.njeda.com/bidding.
“The RFQ represents an opportunity to create a mixed-use development on the most valuable piece of real estate in North Camden,” said EDA Chief Executive Officer Melissa Orsen. “As a key part of North Camden’s redevelopment plan, the completed project will serve to revitalize the neighborhood, bring additional private investment to the City, and contribute to Camden’s ongoing renaissance.” 
In addition to the approximately 8.75 acres of developable land, the site also will benefit from a newly established public park and roadway improvements, both expected to be completed by the end of the first quarter of 2017.  Due to the site’s location in the City of Camden, development of the property may also be eligible for the highest amount of incentives, as well as property tax abatements, available through the New Jersey Economic Opportunity Act of 2013.
The sale is governed by P.L. 2013 c. 22, as well as the New Jersey State House Commission-approved Procedures for the Disposition of the Riverfront State Prison Property.  This includes a two-step RFQ/Sealed Bid process:
Step 1 –EDA will accept qualifications through March 1, 2017 at 2 p.m. Based on the criteria outlined in the RFQ, the EDA will establish a shortlist of eligible respondents.
Step 2 - EDA will issue a bid package to eligible respondents and accept sealed bids. 
If necessary, the EDA will issue and accept best and final offers.  The final sale and development will be subject to various approvals, including the Review Committee designated for this purpose, the New Jersey Department of the Treasury, the EDA Board, and the State House Commission.
The sale and development of the property must also be consistent with the North Camden Waterfront Study Area Redevelopment Plan. The Plan’s vision is to create a vibrant, mixed-use district that provides new opportunities for riverfront recreation and attracts sustainable development while connecting existing residential neighborhoods to the waterfront. The former prison site accounts for roughly one third of the North Camden Waterfront Study Area. In 2006, the Delaware River Port Authority Commissioned the Riverfront State Prison Reuse Study to analyze the reuse potential of the North Camden Riverfront. In 2010, demolition of the prison was completed, paving the way for future redevelopment.
Qualifications must be received by 2 p.m. on March 1, 2017 in a securely SEALED envelope or carton.

Cooper’s Ferry Partnership (CFP) invites competitive bids from qualified landscaping firms for landscape planting and maintenance services on Camden Waterfront parcels.
Bid documents may only be obtained at the CFP office located at One Port Center, 2 Riverside Dr., Suite 501, Camden, NJ 08103, between the hours of 9 am and 4 pm. They will not be faxed, mailed or emailed.
Attendance at the Pre-Bid Mtg. and Site Tour on January 17, 2017 at 12:30 pm at the CFP office, is STRONGLY encouraged. Questions or comments during the bidding period must be directed by email only to: Caren Fishman at cfishman@coopersferry.com no later than January 19, 2017 at 2 pm (EST).
Bid Submission Deadline: Feb.1, 2017 at 12 noon.  Bids received after this time will be invalid and returned unopened to Bidder. Submit two (2) sealed copies of bid to:  Cooper's Ferry Partnership, One Port Center, 2 Riverside Drive, Suite 501, Camden, NJ 08103.  Envelopes shall be marked “Camden Waterfront Landscaping”.
